A short covered steam softens the broccoli before the garlic enters the skillet. Once the remaining water has evaporated, oil and sliced garlic coat the florets without a long fry. Lemon finishes the side off the heat, with enough juice to spread through the vegetables as you toss them.

Match the stems to the florets

Cut the broccoli into small, similar florets so they soften at roughly the same pace. Keep enough stem attached that each piece stays together when stirred. Thick sections of stalk can be used too: trim the tough outer layer and slice the tender center into thin coins.

A skillet with a close-fitting lid keeps the small amount of water around the broccoli during the first stage. Spread the pieces across the pan before covering it. If a large mound is packed tightly into the middle, some pieces will soften sooner than others and become harder to check.

Test a thicker stem with the tip of a knife near the end of steaming. It should offer a little resistance while being easy to pierce. The garlic stage gives the broccoli a short extra cook, so stop the covered stage before every piece is completely soft.

Let the water go before adding garlic

Remove the lid and allow any remaining water to evaporate as directed. Then add the oil, sliced garlic, salt and pepper. Water left in the pan keeps the garlic in a wetter mixture and changes the finishing texture.

Keep the garlic moving around the broccoli. Thin slices can darken quickly against a hot empty patch of skillet, especially after the water has gone. Lower the heat if they color before the broccoli is coated. A fragrant, lightly cooked garlic finish suits the lemon better than deeply browned slices.

The NIH lists broccoli as a vitamin C source and notes that steaming may lessen cooking losses. This recipe uses a brief steam, with texture guiding the finish. It does not assign a measured vitamin C amount to the cooked side.

Use the whole head across meals

Including tender stalks gives you more usable vegetable from the head. Save any sound broccoli you do not need for another meal rather than cutting the whole head at once. Frozen broccoli is the listed alternative; follow its package cooking time and let released water evaporate before adding garlic.

Divide the side into two portions. For leftovers, refrigerate in shallow containers within two hours and use within three days. Reheat until steaming throughout. Expect softer florets after storage, and stir gently so they do not break apart. Lime juice can replace lemon if that is the citrus you have available.
